response to a call for a meaningful public role in planning. Through the General Plan update, the <br />Planning Department hopes to further facilitate that goal. The General Plan comprehensive review <br />began in 2015 and has since invo lved years of research, analysis, and intergovernmental coordination. <br />Ms. Morrison explained various components of the draft plan which include a focus on sustainability, <br />consistency with the island’s CDPs, and aligning layers of healthy, livable communiti es in an effort for a <br />better future planning program. She oriented listeners by walking them through the table of contents <br />for the plan and explaining the Mini Speakout session. During the Mini Speakout <br />session, Action Committee members and members of the public read the sample policies and prov ided <br />input. <br />REPORTS and OTHER PRESENTATIONS: <br />2 . W a i k o l o a I n t e r s e c t i o n a n d S e c o n d A c c e s s R o a d S u b c o m m i t t e e R e p o r t <br />Committee Member McLaughlin provided a PowerPoint presentation which walked attendees through <br />the overall content of the subcommittee ' s report. H e shared that data they had collected from <br />speaking to various department heads including the Department of Public Works and the Police <br />Department, which lend credence to the safety issues they have sought to explore. Mr. McLaughlin <br />gave a history of devel oper obligations to make infrastructure improvements to the intersection. He <br />stated that given the history of disregarding these obligations, they believe that developers cannot be <br />relied upon to furnish these improvements. He added that they were recently surprised by a CIP <br />appropriation added to the budget by Councilmember Richards for the planning, design, and <br />construction of a roundabout. <br />Committee Member Alos added that a developer named Waikoloa Highlands were required to <br />contribute to the intersecti on improvements after a Traffic Impact Analysis Report (TIAR) found they <br />would have a significant enough impact on traffic flow. They paid an engineer to draft blueprints of a <br />roundabout which was submitted to the Department of Public Works. Ms. Alos had w orked to track <br />down these blueprints in hopes that they could use them to save costs but to no avail. <br />Committee Member Smith reported on the second portion of the report which explores the need for a <br />second access road out of Waikoloa Village. She stated t hat the need for this alternate ingress/egress <br />route has remained a top priority for many in the Waikoloa community for many years. She <br />emphasized that the need for this access road becomes absolutely critical in the event of an <br />emergency evacuation. This includes both evacuations out of the village (as in the event of a wildfire) <br />or into the village if people on the shoreline need to move inland (as in the event of a tsunami). Ms. <br />Smith explained that Hulu road was constructed in response to the major w ildfire event in 2005. She <br />continued to state however that an evacuation has never been drilled and that the road would not <br />accommodate school buses. She further stated that the data their subcommittee has collected has <br />indicated greater future growth whic h will e xacerb ate the problem. She concluded that they believe <br />the communities feelings are clear on the issue and that they now hope to illicit the Counties expertise <br />and leadership to solve these issues. <br />Committee members and members of the public engage d in a brief discussion and asked clarifying <br />questions.
