1. There is no-one doing the work. The current Property Manager has little time to work <br />on it. THis is NOT a priority for the Kim administration. We believe it should be, because <br />63% of people voted for it 3 times. <br />2. There is $22.5 + million in the 2% Land Fund. <br />3. There have been 180+ properties proposed for purchase. <br />4. There are PONC proposed properties for sale, but no properties are getting acquired. <br />5. Some of these properties and properties in the Top 10 list from PONC will get sold <br />because there is not one person assigned to do the property transactions. <br />6. There is $2.5 million in the Maintenance Fund and no grants are being <br />processed. There is no one doing the work. <br />What is approved at the Charter Commission right now (3) "Pay for the salary, <br />wages and benefits of staff dedicated to advancing the Activities contained within this <br />section and Section 10-16 of this charter." <br />(3) (OUR PREFERRED LANGUAGE): "Pay for the salary, wages and benefits of one <br />full-time staff member, employed by the Department of <br />Finance dedicated only to advancing administering the activities contained within this <br />section and Section 10-16 of this charter. This is in addition to a staff person provided <br />in Section 2-215 of the Hawaii County Code." <br />These are the reasons WHY we don't like the CHARTER COMMISSION'S version. This sounds <br />okay but there are problems with the AMBIGUOUS LANGUAGE: <br />1. "STAFF" CAN MEAN ONE OR MANY STAFF PEOPLE <br />• The existing amendment says "staff" but that is ambiguous. The clause does not <br />define how many staff members. One, two, ten staff people? We want to make sure <br />that only ONE staff member's salary is subtracted from the 2% Land Fund so as not to <br />diminish the money for acquisition. <br />• Right now there is one staff member provided in the Code to assist the Public <br />Access and Open Space Commission. This is a necessary position. Our language <br />says that this staff member will be in addition to the existing staff member. Otherwise <br />we may be paying for at lease two "STAFF" positions, but potentially more than <br />that! Salary, wages and benefits would be more than $100,000 per year coming out of <br />the monies that are right now slated for acquisition. <br />2 <br />
