I mean <br />that all basically all I could hang it on. <br />Ms. Kahakalau: I think as far as the documentation to create a petition you know I <br />think that has been very specific... <br />Ms. Bintliff: Very specific. <br />Ms. Kahakalau: It's understandable ... it's complicated not saying it's easy you <br />know for lay person let's say with say with no college education to <br />file a petition already ... I think it's rather complicated you know <br />but it's definitely explicit... what I think is not explicit is what <br />happens after that and so the communication that we sent out <br />maybe something that we can improve by also creating something <br />similar to what we have here which is how to read the petition <br />would be to have something similar that says how ... where do we <br />go from now that the petition has been filed ... that's kind of I think <br />what we're looking at. <br />Mr. Robinson: Madame Chair if may just ... this is ... I think Mr. Tucker makes a <br />valid point about when he files a petition ... the respondents give <br />their responses prior to this meeting to review the petition that you <br />filed and you don't have a chance to review those ahead of time I <br />think is a valid point.... something we should consider as to how <br />we would like to be able to share that information with the <br />petitioner so that they can prepare themselves when we get to the <br />hearing stage ... they can have a clear response to the petition that's <br />been filed and the responses that's been received as well. <br />Mr. Tucker: It would serve your time better. <br />Mr. Robinson: Yes serve our time better. <br />Mr. Goodenow: Yes. <br />Mr. Robinson: I agree. <br />Mr. Tucker: It would serve your time ... all of your time better if our parties here <br />at this table are both equally prepared. <br />Ms. Kahakalau: J. <br />Mr. Yoshimoto: Okay ... so ... those are good points right ... in hearings when the <br />board receives petitions right there's an initial hearing that <br />happens... that's what happened with Mr. Tucker's case right and <br />18' <br />
