Discussion with Petitioner regarding past Petition 2016-17 <br />alleging that County officers or employees are in violation of <br />Section 2-83(a) (3) and 2-83 (b) of the Hawaii County Code. <br />Ms. Kahakalau: Is the petitioner present? Could you please come up <br />sir... Aloha ... ifyou could please turn on the microphone and then <br />for the record state your name and what agenda item that you're <br />_.here to speak about? <br />Mr. Tucker: My name is Robert Tucker ... I'm here for agenda items 5a and 5b. <br />Ms. Kahakalau: Thank you so much sir. Just for clarification and especially for oux <br />newest members... could corporate counsel please explain what the <br />word discussion means in terms of the procedures and the <br />parameters that we're here for today. <br />Mr. Yoshimoto: Okay. Thank you Madame Chair ... first of all ... we may want to <br />ask the petitioner if he wants to have both items 5a and 5b be <br />addressed at the same time if that's. okay with you... <br />Mr. Tucker: Concurrently would be... <br />Mr. Yoshimoto: Concurrently ... okay...so for the record Madame Chair if the <br />record can reflect that we're also discussing petition 2016-17 as <br />well ... that's the first ... if the board's okay with that ... yes. <br />Ms. Kahakalau: Yes... alright... are all the members okay with that? Alright ... so we <br />will take a and b together. <br />Mr. Yoshimoto: Together... <br />Ms. Kahakalau: Yes thank you. <br />Mr. Yoshimoto: Okay. So..., I'll briefly explain my understanding as to why these <br />items are agendized and then Mr. Tucker you can fill in where ever <br />you know I may overlook or ... okay so basically Mr. Tucker had <br />these petitions back. in 2016 ... the board heard those, petitions and <br />then ... I would say sometime in October of 2017 ... Mr. Tucker sent <br />me an email ... regarding concerns that he had about the procedures <br />that were utilized by the board during the past petitions and so then <br />he ... expressed ... an intent to file a complaint and at the same time <br />3 <br />
