Mr. Yoshimoto: Madame Chair ... so based on what I've ... what I know ... my <br />suggestion is that the board have a draft set of rules to <br />review... something to go by right and it can be a working <br />draft... something that we can continue to refine but I agree with <br />your sentiment that we need to get going on this because this has <br />been kind of being worked on for a long time and especially the <br />points that we talked about earlier today I think those are good <br />points that are ... pretty easy to implement ... we just gotta make <br />sure that we have the proper language and you know go to public <br />hearing for approval ... for public comment and approval... there <br />other older issues that are a little bit more complex and I don't <br />know if we want to get into those issues now or further refine that <br />and we can discuss that as we move forward ... when we look at the <br />rules and basically I'm talking about ... the administrative fines <br />provision that's a little bit more complex than just the rules that <br />we're talking about today ... but those are my thoughts ... if we can <br />get something in draft form to at least look at and then work off <br />of ... that would be good. <br />Ms. Kahakalau: I appreciate that.. just for a formality question ... are there any <br />restrictions as to ... Mr. Goodenow and you having discussions in <br />regards to the rules prior to next meeting say for example... <br />Mr. Yoshimoto: No ... we can talk. <br />Ms. Kahakalau: Okay ... so I would ... put that on you to kind of to keep that <br />communication so that you know what he's talking about and we <br />can move forward. <br />Mr. Goodenow: Yeah ... the only thing I would say ... at least right we'll come up a <br />plan and identify ... I mean there may be looking at <br />larger... structural things as far as the hearing process that you <br />know may not ... I don't know if we'll have a draft set of the rules <br />next time but at least we would have a time line and we can talk <br />about how we're gonna proceed. <br />Ms. Bintliff: Question... will we receive any communication as you ... before our <br />next meeting. <br />Mr. Goodenow: Yes ...
