Hawai`i County Charter Commission -11 June 21, 2019 <br />CHR. ADAMS: So the idea... we do have the motion, the entire report is the <br />motion, if you want to make changes I think amendments are the correct way <br />forward in this specific way and so if you have a specific phrasing then that is <br />great. I am cognizant that we have fifty -something pages to go through as well. <br />And I think that the Commission obviously can do what the Commission would <br />like to do. So if you make an amendment and there is a second to it, then we will <br />consider the amendment. But I would offer that if... that perhaps we have had a <br />year of conversations, and that if there is something that is included in here that <br />the Commission as a whole is not supportive of, and as a whole meaning that a <br />majority that sits here, a majority of the Commission not just the majority that sits <br />here, that we take it out. Right? So the suggestion would be that having heard <br />that from the... where there is the current semicolon, so right now it is <br />"Commission recognizes the Charter is meant to be a broad document to govern <br />the operation of County government" period, and then the rest of that sentence <br />through flexibility is removed. We could do that. <br />INAUDIBLE COMMISSIONER <br />MR. HENRICKS: Is that necessary? I think the Chair just offered to... <br />CHR. ADAMS: Well I didn't make the motion. <br />MR. HENRICKS: To expedite that by simply doing that without objection. You <br />can certainly go through that deliberative process if you so desire. <br />MS. RICE: Oh, oh, my understanding was you had to make an amendment. <br />CHR. ADAMS: Yeah. Let's make the motion for the amendment. <br />MR. HENRICKS: Okie dokie. <br />CHR. ADAMS: Yeah, thanks. Is there a second? <br />MS. GALIMBA: Second. <br />CHR. ADAMS: Alright. So moved by Commissioner Rice, seconded by <br />Commissioner Galimba to remove from the findings portion the phrase "the <br />Commission has also expressed concern that the continued formation of boards <br />and commissions, the very detailed elements of financial procedures are having a <br />deleterious effect of reducing government flexibility." We have had some <br />discussion already. Is there any additional discussion? Hilo? Okay. <br />So I would ask for a voice vote on this. Favor of the motion to remove that <br />phrase from the findings, please signify by saying "aye" (aye), can I see a raise of <br />hands from Hilo? Any opposed? Naye?
