Hawai`i County Charter Commission -11 June 21, 2019 <br />MS. GALIMBA: This probably is a question more for these guys, what is the <br />process at the County Council for them to make an alternative... to suggest an <br />alternative? <br />MR. HENRICKS: Under the previous Commission's work in 2010, the process <br />which makes sense because of the limited timeframe, couldn't go through an <br />ordinance obviously and that wouldn't be necessary. It is by the adoption of a <br />resolution with essentially what we view as proposals attached to that resolution. <br />That would... that is how the matter was handled by the previous Commission. <br />MS. GALIMBA: So can they do that in just one meeting? <br />CHR. ADAMS: Right. <br />MR. HENRICKS: Yes. Correct. <br />CHR. ADAMS: Hilo do you have any questions or comments on this <br />Communication? <br />MS. SAQUING: I have a question. <br />CHR. ADAMS: Yes, Commissioner Saquing. <br />MS. SAQUING: Yes, thank you. Just for I guess clarity, when it gets... when <br />our proposal gets... <br />CHR. ADAMS: I am really going to have to, hopefully you can hear me well... <br />MS. SAQUING: I can hear you perfectly. <br />CHR. ADAMS: But we are having difficulty hearing you. <br />MS. SAQUING: I need to speak louder. Sorry. Here you go. <br />CHR. ADAMS: Thank you. <br />MS. SAQUING: So I just need some clarity. When it gets to the Council, do <br />they... are they just reviewing what we are proposing, will there be any additional <br />testimony from the public at that point in time? <br />CHR. ADAMS: So my understanding is that if an item is put onto the agenda of <br />the Council, so it is a Council agenda, in an open meeting, the public has the <br />opportunity to speak to it. But in reference to the first part of your question, the <br />only items that alternatives... according to statute and I believe our Charter, but it <br />is certainly in statute, the only items that the Council can propose alternatives to <br />are in the proposals that we send to them. <br />Page 7 <br />
