Hawai`i County Charter Commission -11 June 21, 2019 <br />CHR. ADAMS: We have no other Unfinished Business, so let's move on to New <br />Business. Item one is Communication No. 52, Transmits the Charter <br />Commission's Report to the Hawai`i County Council, pursuant to Section 50-8 of <br />the Hawai`i Revised Statutes, providing activities, findings, and recommendations <br />of the Hawai`i County Charter Commission. I would entertain a motion that <br />transmits the Charter Commission's report to the Hawai`i County Council. It is <br />found in Communication No. 52. Is there such a motion? <br />MR. BERGIN: So moved. <br />MS. ZELKO-SCHLUETER: Second. <br />CHR. ADAMS: It has been moved by Commissioner Bergin and seconded by <br />Commissioner Zelko-Schlueter. Discussion? <br />So let me just start by saying that what you have in front of you of course is the <br />Communication that was sent to you. There will be a... there is enclosed in that a <br />draft letter that I would sign that would then be sent to the Chair and members of <br />the County Council, which would be over then this particular report. You have <br />the report in front of you. The cover of the report and then the second page is <br />designed for us to sign. So each of us would sign there and in Hilo, those... the <br />version that we sign here would then be available for you all to sign hopefully on <br />Monday. I know that Shannon has sent you a note regarding that. And then we <br />are going to get with Commissioner Roehrig and Commissioner Hopkins <br />separately, but specifically Commissioner Roehrig will be able to get his signature <br />on Wednesday of next week assuming that we have something to sign. <br />Then the rest of the items here, Introduction, About the Commission, Commission <br />Activities, Findings, Recommendations, and then the specific amendments <br />themselves with the paragraph of explanation, and Commission finds on top of <br />that, are part of the... open to discussion. <br />So with your... so my plan for having this discussion is that we have a motion and <br />I would like to then go through each of these items and allow the Commission the <br />opportunity to address anything that you have, and I think it would probably be <br />most consistent if we just run through each of these pages so that everybody has a <br />chance to have their say. <br />MR. HENRICKS: Prior to that process, I just want to acknowledge the amount of <br />effort, work, and care that Chair put into drafting this report. I just want to put <br />that on the record.
