Do <br /> you swear or affirm to tell the truth before the Planning Commission? <br /> FUKE: I do. <br /> COOK: I do. <br /> UNGER: Please state your name and area of residence. <br /> FUKE: Good morning. Good morning, Mr. Chairman, Members of the Commission. My name <br /> is Sidney Fuke. I'm a planning consultant assisting the applicant, Living Stones Church. My <br /> business address is 100 Pauahi Street in Hilo, Hawaii. <br /> COOK: Good morning. My name is Brian Cook. I'm representing Living Stones Church. I <br /> live here in Kailua-Kona. <br /> UNGER: Great, thank you. Before you begin your presentation, have you read and do you <br /> agree with the proposed conditions or the findings of the Planning Department, as well as their <br /> proposed language to the addition? <br /> FUKE: Yes, we've shared the staff's background report and then the proposed recommendation, <br /> as well as the amendment, with Mr. Brian Cook and the applicant themselves, and they both are <br /> in concurrence with that, especially on the amended condition, and we appreciate the Director's <br /> consideration of that. <br /> There is just one technical correction to the background report. I think the background report <br /> noted that the sewer line, you know, within Ho`omama Street has not been dedicated to the <br /> County, but, and at that time when the Department of Environmental Management made the <br /> comment back in 2017, the lines and the roadway system were not dedicated, but at this point in <br /> time they have been dedicated by the developer. <br /> Having said that, I'd like to just kind of—the staff's background report, you know, as always, is <br /> very comprehensive and on point—I'd like to just provide general background as far as the <br /> nature of the application and how we arrived it where we are today. Living Stones Church <br /> currently has like two operations: One along Alii Drive and then the other one is in the Pines <br /> commercial area. So over the last few years they've been looking for a particular site to kind of <br /> consolidate their operations and find a place that was a little bit more central, you know, to all of <br /> its membership. They've conferred with Mr. Cook over here on my right, and over time they <br /> said Mr. Cook and his business partner, they owned the properties, you know, which the access <br /> is going to go through, as well as the subject property, and they've made their properties <br /> available at significant cost to the church, and so the church said, you know, let's consider <br /> something along these lines. <br /> And so, the application was filed in October of 2017. We were scheduled for a hearing in <br /> December of 2017; however, in November of that year SHPD came in with a comment and <br /> recommended that although there was an approved archeological inventory survey, SHPD <br /> 5 <br /> EXHIBIT A <br />
