(Safeway Fuel Center and Convenience Store,Niumalu Market Place) 1, BACKGROUND A. The Application seeks approval of the revised and supplemented plans for the Safeway Fuel Center and Convenience Store at the Niumalu Market Place project. B. The overall building plans for the project were approved in March of 2018. The approval included general designs for the Fuel Center and Convenience Store. C. The Application seeks approval of supplemental design information regarding the Fuel Center and Convenience Store, which is generally consistent with the plans approved in March of 2018. D. Previously, the KVDC approved unrelated revisions/supplements to the original plans. These revisions pertained to the "gathering place" located at the focal point of the project on the west end of the Safeway store (replacing a previously approved architectural feature in the area), supplemental information regarding the location of gas tanks and landscape screening thereof, and signage plans. Those revisions are not relevant here, but are mentioned for informational purposes. E. Notes Regarding Project Plans: 1. Due to an inadvertent oversight, the Design Review Submittal filed with the Application on May 28, 2019 did not depict the previously approved revisions/supplements to the project plans. Accordingly, we have circulated a revised Design Review Submittal that reflects these features. This revised submittal also includes further detail on ancillary structures proposed with the Fuel Center and Convenience Store (e.g., the trash dumpster enclosure and air station), as well as related landscaping features. 2. In our June 17, 2019 supplemental filing, we submitted exhibits for purposes of demonstrating landscape and screening features relevant to the Fuel Center and Convenience Store. Please note that the exhibits were intended to portray landscape features only. SUPPLEMENTAL INFORMATION/CHANGES A. Trash Dumpster Enclosure and Air Station The revised plans now show details regarding the trash dumpster enclosure and air station. The enclosure is designed to screen the trash dumpster from public view. The air station will be screened by landscaping on the north and south elevations, with the remaining sides left open for access by customer. The locations of the enclosure and air station are shown on the Site Plan (page two of the Design Review Submittal, both original and revised versions), and the proposed landscape screening features are shown on page three of the revised Design Review Submittal. A colored rendering of the enclosure is included on page seven of the revised Design Review Submittal. Increased Height The height of the Convenience Store was adjusted to accommodate Safeway nationwide standards regarding joist depth and other design requirements. The height of the building was increased by two feet and five inches. E. Modifications to Roofs The pitch/slope of the roofs of both buildings is revised to accommodate under-roof equipment and access hatch. The modification allows the equipment and hatch to remain hidden from public view. As it currently stands, the equipment and hatch just barely fits under the roof.
