She stated she is a part of the coalition I Mua Lower Puna that represents thousands of people <br />who lost their homes. Ms. Kim asked that their stories be heard, and shared that they have a <br />community forum on the I Mua Lower Puna website. She stated the coalition is following <br />legislation and is going to follow the money. Ms. Kim stated there are 100's of millions being <br />given to the County and it is really difficult to know how that money is being spent. She wants <br />to make sure the prioritization and allocation of funds goes to the disaster victims that were <br />truly impacted. She wants the priority to be klpuka residents and then people that lost their <br />homes, and others that were impacted. <br />3. Ms. Oshi Simsarian, representing herself, provided testimony on agenda item #1. She shared <br />that she currently has to hike over the lava to access her home and that the road to recovery is <br />a road. Ms. Simsarian said there are 50 plus homes and farms that still need access and they <br />need Highway 132 back. She stated that the houses are there and they will die, as an <br />unoccupied home will reach a tipping point that will be difficult to bring it back from. She <br />shared her concern that people with full time jobs and children are not able to cross back and <br />forth across the lava to access their homes. She stated that she and others in her community <br />want a timeline for when Highway 132 will reopen so people can plan their lives. <br />4. Ms. Catherine Inslee, representing herself, provided testimony on agenda item #1. She referred <br />to various bills requesting funding allocation for Highway 132 and the boat ramp in Pohoiki. She <br />also cited other funding request for infrastructure and emergency response efforts and <br />emphasized that road restoration fits into those categories as well for funding. <br />APPROVAL OF MINUTES: <br />Committee Member Mark Hinshaw moved to approve the minutes of the January 15, 2019, meeting as <br />submitted. Second by Committee Member Susan Osborne. The motion to approve the minutes as <br />submitted passed with 7 votes aye, 0 votes nay. <br />BUSINESS: <br />1. Draft letter from the Action Committee to support the reopening of roads inundated by lava in <br />lower Puna: The Puna CDP Action Committee drafted a letter to the Mayor, to be cc'd to the <br />State Legislature in support of reestablishing access on Highway 132, 137 and Pahoa-Pohoiki <br />Road. <br />Action Committee Member Kealoha motioned to accept and send the letter. The motion was <br />seconded by Committee Member Norris. <br />Action Committee Member Brewer motioned to amend the letter and change "Kamaili Road" to <br />"Pahoo-Pohoiki Road". Committee Member Hinshaw seconded the motion. <br />The vote to approve and submit the letter as amended passed with 7 votes aye and 0 votes nay. <br />2. Connectivity and Emergency Response in Puna: Hannah Hedrick of the Upper Puna Emergency <br />Response and Preparedness group provided an update on the recent progress of the group. <br />She spoke to the various ongoing connectivity needs in upper Puna, and the ongoing <br />www.hiplanningdept.com puna(4)hawaiicounty.gov Page 3 <br />
