DISCUSSION REGARDING AMENDMENTS TO THE RULES OF PRACTICE <br />AND PROCEDURE OF THE BOARD OF ETHICS OF THE COUNTY OF <br />HAWAII. (10:57 a.m.) <br />Mr. Robinson: <br />Mr. Yoshimoto: <br />Next item on our agenda is discussion regarding amendments to <br />the rules and practices and procedures of the Board of Ethics. Did <br />we ever get that done? <br />We did as a preliminary matter we did, however you know I've <br />been taking a look at those rules and I actually have a lot of <br />changes to the proposed rules. So what I would suggest is that we <br />continue to agendize it. I'm gonna make those changes and then <br />present them to the Board. And you know the initial thought in the <br />past was...was that we were gonna wait for the Charter <br />amendment question to be voted upon by the voters in respect to <br />the penalties authority. Previously I'd advised this Board that we <br />already have that language included in the Charter, but the Board <br />wanted to suggest further specificity as to the Boards authority to <br />issue penalties or fines. So that's going to be on the 2020 ballot. <br />So what I'm getting to is this. I still think we can amend our rules <br />before that vote is taken. But I think the Board had already <br />indicated a preference to wait until after the 2020 election. And <br />case and point is when we have a questions regarding the...how <br />we process our documents in terms of confidentiality. We have a <br />rule basically says that all of our documents are confidential until <br />presented in an open hearing to the Board. So that could be <br />modified if the Board so chooses. But anyway, the rules are there. <br />I do have a lot of changes. I can present them. They're not <br />complete yet. But we can agendize this whenever the Board feels <br />like it wants to do that. <br />Mr. Robinson: When do you think you'd be able to present them? <br />Ms. Sumner -Mack: November? <br />Mr. Robinson: We have September 11th for our next meeting. <br />Mr. Yoshimoto: Yeah. Cause I'm not here on September 11 or October 9th so <br />November would be a good time. Right? But I can get similar to <br />12 <br />
