CA -1, Draft 3: Relating to District Residency Requirement Language <br />CHARTER AMENDMENT NO. <br />BE IT ENACTED BY THE PEOPLE OF THE COUNTY OF HAWAI`I: <br />Section 1. Article III, Section 3-2, of the Hawai`i County Charter (2018 Edition), <br />is amended to read as follows: <br />"Section 3-2. Composition and Terms. <br />There shall be a county council composed of nine members. [One member shall be <br />elected from each of nine districts.] There shall be nine council districts, each of which shall <br />be represented by a resident elected from that district. The terms of the council members <br />shall be two years and shall begin at twelve o'clock meridian on the first Monday of <br />December after their election. The terms of the council members shall not exceed four <br />consecutive two year terms. Candidates shall be elected in accordance with the election laws <br />of the state, insofar as applicable." <br />Section 2. Article III, Section 3-17, of the Hawai`i County Charter (2018 Edition), <br />is amended by amending subsection (c) to read as follows: <br />"(c) Each subsequent redistricting commission shall consist of nine members. [One <br />mcmbcr shall be a resident of each council district] Each of the nine council districts <br />shall be represented by a resident appointed from that district, as established by the <br />previous redistricting commission. The members shall be appointed by the mayor <br />and confirmed by the council in the manner prescribed in Section 13-4." <br />Section 3. Article V, Chapter 2, Section 5-2.2, of the Hawai`i County Charter <br />(2018 Edition), is amended to read as follows: <br />"Section 5-2.2. Cost of Government Commission. <br />For the purpose of carrying out the policy set forth herein the mayor with the approval <br />of the council shall appoint a cost of government commission consisting of nine members. <br />[One mcmbcr shall be a resident of each council district.] Each of the nine council districts <br />shall be represented by a resident appointed from that district. The managing director shall <br />be an ex -officio member of the commission. The office of the mayor shall provide <br />administrative and clerical services to the commission. <br />Each commission shall: <br />(a) Prepare and submit to the mayor a request for an appropriation for the <br />operation of the commission. <br />(b) Study and investigate the organizations and methods of operations of all <br />departments, commissions, boards, offices and other instrumentalities of all <br />1 <br />
