And that is what Police had gotten. <br />6 <br />UPW is a little bit different because they don't have <br />7 <br />steps, so based on kind of what the basic part of the <br />8 <br />police collective bargaining agreement or arbitration <br />9 <br />agreement had been. So that was what was included in <br />10 <br />the budget as well as the related fringe increases for <br />11 <br />that. <br />12 <br />So, that's kind of what they are. And I'm not <br />13 <br />sure, if you guys have, you know, specific questions <br />14 <br />regarding the budget. <br />15 <br />CHAIR: I suspect we do. HIGGINS: Deanna, a couple meetings ago, <br />19 <br />when we queried you about the percentage of the budget, <br />20 <br />you related to us that, basically, we've gone from <br />21 <br />about 50 percent -- that's salary, wages, benefits, and <br />22 <br />then to this state retirement system. Ten years ago, <br />23 <br />that was about 50 percent. Today it's 63 percent. Add <br />24 <br />debt service and you're at about 70 percent.
