I think the collective bargaining <br />4 <br />office -- now two-and-a-half years or so on this term, <br />5 <br />I think Deanna knows who represents the collective <br />6 <br />bargaining. Instructions to all the mayors, the <br />7 <br />governor, the unions by this administration was that <br />8 <br />the County government of Hawai ʻ i does not have the <br />9 <br />finances to provide for any of the proposed raises that <br />10 <br />was in negotiation at the time. <br />11 <br />And just to let you know that I will not <br />12 <br />support any raise. I thought it was important that we <br />13 <br />made it clear to all the negotiators and the union of <br />14 <br />the financial status that we're in. And we had to <br />15 <br />raise property taxes across-the-board approximately 6 <br />16 <br />percent -- and a lot of that is because of the <br />17 <br />collective bargaining. <br />18 <br />In regards to preparing for the next year, <br />19 <br />the message to the county council was the carry-over <br />20 <br />funds, that be aware that the carry-over funds should <br />21 <br />be carefully weighed in how it is expended because we <br />22 <br />are in, again, negotiation, again, of salary raises, <br />23 <br />wages for several of the units that were not completed. <br />24 <br />And this is how we save money. <br />25 <br />You know, in a discussion this morning, <br /> <br />ISLAND COURT REPORTING & TRANSCRIPTION SERVICES <br />(808) 933-9800 <br /> <br />
