We have to find the money because it's <br />7 <br />required of us. I just explain that, the first year, <br />8 <br />what did we have to do? This was after numerous cuts, <br />9 <br />and some of it hurts because it's priority. And I'm <br />10 <br />looking at Milton. You know what I'm talking about, <br />11 <br />when you receive instructions from the administration <br />12 <br />to cut X percent, or whatever, or there will be no new <br />13 <br />positions, or whatever, to try to balance that budget. <br />14 <br />And in the first year, no matter how many times you <br />15 <br />try -- I think there were three back-and-forths to the <br />16 <br />departments, "Cut more, cut more," until finally you <br />17 <br />have to make the decision administratively, do we <br />18 <br />now -- the final cut, which we all don't want to do -- <br />19 <br />do we cut personnel? Do we furlough personnel? Or <br />20 <br />whatever. <br />21 <br />And I know that people disagree, but I ask <br />22 <br />you to have some trust in the fact it's a heavy <br />23 <br />decision on that because our personnel means service. <br />24 <br />That's all it means.
