As we predicted, the new database creates more "layers" which means there is less flexibility at the Hawaii County level. Nothing has changed - even with a consolidated database. There is still no statewide data, and that was the pur- pose of the consolidation! The problem is that the state has used consultants in the re -design, and what you need is expertise within the Executive'on Aging's office itself. There has been an emphasis on the "look and feel," rather than on the data elements. What is needed is for the four (4) Counties data administra- tors to meet to resolve the problems that they could do together. 9.
