In 2018 the OHCD started the Kulaimano Elderly Housing (KEH) Project Phase I renovations. This project <br />included the installation of perimeter fencing, power washing and rust treating of the roofing to all <br />structures. This project is scheduled to be completed in Summer of 2019. <br />In 2018 construction of a certified kitchen at the West Hawaii Emergency Shelter began. The final <br />completion of this project is scheduled for late Summer of 2019. <br />Discuss how these outcomes will impact future annual action plans. <br />The County continues to renovate the 50 -unit Kulaimano Elderly Housing Project site with CDBG funds <br />through multi-year, phased projects. These renovations will include various ADA accessibility <br />improvements, the installation of new mail boxes, improvements to the community center, addressing <br />and/or the abatement of hazardous materials and site drainage. <br />During FY 1849, the County continued to resolve pre -construction planning activities in the Waikoloa <br />Formerly Used Defense Site (FUDS) area to meet HUD conditions for housing development. In <br />December 2018, the Department of Army, Office of the Assistant Secretary of the Army, completed the <br />Remedial Action Report (RARs) for four proposed multi -family housing sites, including the County's <br />Kamakoa Nui site. Beginning in April 2019, the State of Hawaii's Department of Health (DOH) has issued <br />"No Further Action with Institutional Controls Determination" letters for these four multi -family <br />parcels. To date, one multi -family site developer, who is planning to use Project Base Vouchers has <br />petitioned HUD to lift the sanctions to allow for the use of HUD funds. Pending HUD's determination, <br />the Kaiaulu 0 Waikoloa project is s')ated to begin construction of 60 units to support low income <br />residents (60% or lower AMI) in early 2020. <br />In West Hawaii, construction of the Kaloko Heights Affordable Housing project is scheduled to begin in <br />early 2020. This project will be a phased multifamily complex consisting of 111 units, which will provide <br />affordable housing to extremely low, very low and low income families. Home Investment Partnerships <br />Program (HOME) funds and the National Housing Trust (HTF) funds will be utilized in the lst phase of <br />the project. <br />The County is also in the planning and design phase of additional improvements to the West Hawaii <br />Emergency Shelter. These improvements will include, but are not limited to, the installation of a fire <br />suppression sprinker system, security lighting and fencing , solar water heaters, photovoltaic panels and <br />an accessible water fountain. <br />In addition, the County has begun the planning process for a second homeless facility with wrap around <br />support services in West Hawaii. The site will accomodate homeless individuals, as well as some <br />permanent supportive housing. As plans crystalize, CDBG and HOME funds will be needed. <br />The County remains optimistic that construction planning will proceed in FY 2019-2020 and that HUD <br />conditions for development in the FUDS will be met. As such, the County plans to pursue additional <br />CAPER 18 <br />OMB Control No. 2506-0117 (exp. 06/30/2018) <br />
