CR -40 - Monitoring 91.220 and 91.230 <br />Describe the standards and procedures used to monitor activities carried out in furtherance <br />of the plan and used to ensure Tong -term compliance with requirements of the programs <br />involved, including minority business outreach and the comprehensive planning <br />requirements <br />In 2018, the County met with CDBG funded recipients to discuss the sub -recipient agreements <br />and program requirements for their projects. The County reviewed and approved procurement <br />policies, agreements and other documents prior to the use of its funds. The County also <br />requested and reviewed CDBG grant recipient's financial statements and audit reports. <br />During construction, the County attended Owner -Architect -Contractor (OAC) meetings to <br />discuss and keep abreast of the projects' progress, issues, and current status, to conduct on-site <br />inspections to verify completed work, to conduct labor interviews and to verify project progress <br />payments. <br />The County requires al! recipients of funds to submit monthly status reports for its open <br />projects. These reports are also a part of our monitoring process for on-going projects. <br />The County's OHCD projects inspector continues to inspect all of the HOME funded rental <br />projects as well as County owned rental housing projects. There have been no findings. The <br />complexes are well maintained, all of the units inspected are in good condition and provides for <br />decent, safe and sanitary living environments. Regular, scheduled inspections ensure that any <br />property standards issues are addressed and corrected in a timely manner. <br />The County has adopted the State's Outreach Plan to Minority Business Enterprises (MBE) and <br />Women's Business Enterprises (WBE) as contained in the State's Consolidated Plan. <br />All public notices that pertain to project proposal solicitations that involve the use of funds <br />from HUD contain language that encourages the use of minority firms, women business <br />enterprises and non-discrimination in employment. <br />All construction bid specifications also include specific information on non-discrimination, <br />contracting with small and minority/women business firms and the requirements of Section <br />3. In addition, the County continues to inform and encourage all contractors of its <br />requirements of Section 3 during pre-bid and pre -construction conferences. <br />The County monitors its agreements and procurements done by grant recipients each year to <br />determine compliance with all rules and regulations. The State's list of eligible MBE/WBE/DBE's <br />is provided to each grant recipient annually and is also available at the OHCD for the grant <br />recipient to utilize for procuring services and goods for their HOME projects to ensure <br />compliance with this requirement. <br />CAPER 27 <br />OMB Control No 2506-0117 (exp. 06/30/2018) <br />
