CR -05 - Goals and Outcomes <br />Progress the jurisdiction has made in carrying out its strategic plan and its action plan. <br />91.520(a) <br />This could be an overview that includes major initiatives and highlights that were proposed and <br />executed throughout the program year. <br />The Consolidated Annual Performance and Evaluation Report (CAPER) provides a brief summary of the <br />progress, the County of Hawaii has achieved for the period of July 1, 2018 through June 30, 2019, to <br />meet its goals, priorities and objectives stated in its Consolidated Plan for 2015-2019. Briefly, the <br />County has accomplished the following: Resources for 2018-19 Federal Funds Received: $2018 CDBG <br />Allocation $2,694,402.00 and CDBG Program Income received $48,924.89 for a total of $2,743,326.89. <br />PRIORITIES: The County's 2015-2019 Consolidated Plan includes four priorities: Housing & Special <br />Needs Housing, Homeless, Community Development and Fair Housing. The County has accomplished <br />the following during the period of July 1, 2018 through June 30, 2019: <br />HOUSING & SPECIAL NEEDS: Provided 83 new households with Tenant Based Rental Assistance for a <br />total of 147 families; rehabilitated 5 homes for the Residential Repair Program (RRP); <br />HOMELESS: constructed 30 emergency shelter units for families who were impacted by the Kilauea <br />Eruptions. <br />COMMUNITY DEVELOPMENT: Completed the acquisition of an 8 passenger van for the Boys and Girls <br />Club of the Big Island and the acquisition of two refrigerated vans for the Food Basket for its emergency <br />food distribution; completed the installation of Security Fencing at the Boys and Girls Club Facility; and <br />completed the construction of accessibility improvements at the Hilo Drag Strip. The County also <br />awarded and began the design for the Kulaimano Elderly Housing Renovation Phase III, Kiheipua Family <br />Shelter - Roof and Certified Kitchen, Hale Maluhia Shelter - Roof and Accessibility Improvements and the <br />Boys and Girls Club - Gym and Paving projects. The County started the construction of the Kulaimano <br />Elderly Housing Phase II - Various Renovations project, the West Hawaii Emergency Certified Kitchen and <br />launched, with the State of Hawaii Housing and Finanace Development Corporation, the Hawaii Housing <br />Planning Study for the 2020-2024 Consolidated Plan. <br />In 2018, the County reprogrammed $231,802.69 of 2016 CDBG funds from the cancelled Kamakana <br />Senior and Family Rental Housing Project. This money was reprogrammed to the Food Basket <br />Emergency Food Distribution Project and the West Hawaii Emergency Shelter Certified Kitchen <br />Project. The County also reprogrammed $230,000.00 of the 2017 CDBG funds from the Residential <br />Repair Program to the West Hawaii Emergency Shelter Certified Kitchen Project. <br />FAIR HOUSING: In PY2018, the OHCD conducted a total of 7 Fair Housing training/seminar sessions for <br />property managers, homeless programs and for the general public.
