2.1 Hamakua CDP Action Committee <br />2.1.1 The Community -County Bridg <br />After the CDP is adopted, a new, nine -member County advisory committee — the Action Committee — will be <br />appointed to lead implementation of the CDP. As with the Steering Committee, Action Committee members will <br />be nominated by the Mayor and appointed by Council. It will be important that the Action Committee's <br />membership be representative of the diverse communities in Hamakua. <br />Also like the Steering Committee, Action Committee meetings will be open to the public and subject to the <br />Sunshine Law. The Action Committee may also choose to form subcommittees, and the subcommittees can <br />include members of the public. <br />—._.Z Ste,..ard t,. CDP Implementat,_ <br />Chapter 16 of the Hawai'i County Code outlines the purpose, membership, and responsibilities of the Action <br />Committee. Its purpose is "to be a proactive, community-based steward of the plan's implementation...." In <br />other words, the Action Committee leads CDP implementation. <br />Z.1.3 A Facilitative Role <br />A principal responsibility of the Action Committee is to "build partnerships ... with governmental and community- <br />based organizations to implement CDP policies and actions." <br />Given the scope of activity in Hamakua, it would be impossible to "manage" it all in a conventional, structured <br />way. Instead, the CDP Action Committee can recognize the networks that already exist, help new ones form <br />when needed, and facilitate connections within and among networks. <br />Each network and sub -network could operate in an independent but connected way, providing leadership, <br />organizing key stakeholders and existing partnerships, and solving problems. With the help of the Action <br />Committee, networks could collaborate when appropriate to address policy change, secure financial and other <br />resources, and pursue other shared goals. <br />2.1.4 A Community Advocate <br />As the primary group responsible for CDP implementation, the Action Committee also provides "ongoing <br />guidance and advocacy to advance implementation of the CDP goals, objectives, policies, and actions." In other <br />words, the Action Committee can coordinate efforts to advance the advocacy platform outlined in each section <br />of the CDP. <br />Updated May 2018 8 <br />
