The <br />4 <br />bigger issue for Ms. Torres all along the way has been <br />5 <br />the promotion --- has been getting to that next level. <br />6 <br />For career employees, that means a great deal, to move <br />7 <br />up in the system. And I think when you deny someone <br />8 <br />that, their remedy -- yeah, we could go to the <br />9 <br />grievance process but, time and again, we're told <br />10 <br />promotions, reallocations, that's management's purview. <br />11 <br />And that's why we're here today. <br />12 <br />The employment action, yes, on grievances, we <br />13 <br />handle that; but on this bigger issue, on why <br />14 <br />Ms. Torres can't get to that next level, I think is <br />15 <br />something that we would like the MAB to really consider <br />16 <br />and make the decision of. <br />17 <br />CHAIR TULANG: Okay. MUKAI: Again, I think we've laid out our <br />20 <br />position, that this is just simply not the proper <br />21 <br />forum. And the fact that Ms. Nomura, who is an HGEA <br />22 <br />agent, is here kind of shows that she recognizes that <br />23 <br />recruitments and examinations could have and should <br />24 <br />have possibly been pursued through the grievance <br />25 <br />process.
