Merit Appeals Board December 19, 2018 <br /> <br /> <br /> <br /> <br />New Business (for discussion and appropriate action) (Item 6) <br /> <br />FY 2018-2019 Annual Performance Evaluation of the Director of Human Resources (HR): <br />Merit Appeals Board’s Evaluation Tool for the Director of HR for FY 2018-2019; and <br />includes the HR Director’s department goals and objectives for FY 2018-2019 (postponed <br />on September 19, 2018); SurveyMonkey questions for FY 2018-2019. <br /> <br />The Merit Appeals Board anticipates convening an executive meeting regarding the above <br />matter, pursuant to HRS Sections 92-4, 92-5(a)(2) and 92-5(a)(4), for the purpose of <br />evaluating an officer or employee of the County of Hawai'i, where the consideration of <br />matters affecting privacy will be involved and consulting with the Board’s attorney on <br />questions and issues pertaining to the Board’s powers, duties, privileges, immunities, and <br />liabilities. A 2/3 vote pursuant to HRS Section 92-4 is necessary to hold an executive <br />meeting <br /> <br />CHR. NAHUINA: Looking at our annual performance evaluation of the director of Human <br />Resources and we wanted—I know that the—and some other Board members that—expressed <br />the desire to look at the items again—and just to review them. And you’ll find them in your <br />green folder—the questions or items 1 through 12 for the human resource director’s review. <br /> <br />I’d like to open up for discussion—I know we got—just—look at these before and you, rightfully <br />saying are these items that we would like to have on the survey and are there—and weigh in on it <br />so— <br /> <br />MS. NAMAHOE: Well, I’m not prepared to comment at the moment. <br /> <br />CHR. NAHUINA: Okay. I know that—I mentioned this the last time that I came in when this <br />was developed three years ago, and it was an exhaustive process—is my understanding. And I <br />wasn’t part of that process, though. I came in right as they were finishing it up. And I’m not <br />sure how we would go about choosing different items. I mean, I think first of all, if there’s an <br />item where we’re concerned about—we should just have a discussion of it. <br /> <br />MR. YOSHIMOTO: So—excuse me, Mr. Chairman—so, are we talking—should we be going <br />into executive session, then—are we going to go into detail as far as— <br /> <br />CHR. NAHUINA: Yeah. <br /> <br />MR. YOSHIMOTO: I’m not sure, yeah, which path you want to go down as far as— <br /> <br />CHR. NAHUINA: Okay. So, looking at the evaluation tool for the director of human resources <br />fiscal year 2018—that includes—we were looking at the SurveyMonkey questions.
