Hawaii Game Management Advisory Commission Meeting <br />Minutes – October 29, 2019 <br />TN: OK, I understand that because late at night I’m up on Mauna Kea and I can <br />hear the waves crashing on the ocean. So that’s why I ask what time of day – <br />what the air currents were like and maybe that’s something to consider. <br /> <br />NP: Maybe we should keep moving along cause we’re pressed for time. So thank <br />you so much Teresa and let’s see, go ahead Richard. <br /> <br />RH: I would just like to quickly address that issue of the curatorship. We went <br />before the Land Board and we asked for a document that showed that <br />OnTarget Inc. and the State of Hawaii had a curatorship agreement for the <br />development of a shooting range. The day before the meeting the Attorney <br />General came up and said you can’t really sign a curatorship agreement <br />cause you don’t have anything now. You’ve got to wait until you have a range. <br />So the Board – if you go back to the minutes – the Board agreed in principal <br />that we would move forward with that curatorship agreement when and if the <br />facility got built. <br /> <br />GD: Who owns the range itself? Would that be still the County? <br /> <br />JO: State of Hawaii – Department of Land and Natural Resources, yes. <br /> <br />GD: It’s DLNR land... <br /> <br />JO: And it’s fairly typical for government agencies to have memorandums of <br />understanding, memorandums of agreement between different agencies - <br />state and county for instance we have lots of those – in my work. It doesn’t <br />mean that the ownership is changed just who’s using it presently is allowed. <br /> <br />NP: But State land is actually public land entrusted to the DLNR... <br /> <br />JO: That’s correct, yes... <br /> <br />NP: ....they don’t own the land to be sure... <br /> <br />JO: Point well taken. <br /> <br />GD: So then the range would be completely public in a sense. <br /> <br />JO: Yes. It’s planned as a public range, this is not for a private club. <br /> <br />NP: State your name again. <br /> <br />DP: My name is Dan Peddie – I live up in Volcano. I recently moved from <br />Honolulu. I just retired from Oceanic Cable and I was there 20 years – I was <br />in the marines in Kaneohe and all this – I’ve been to all the ranges all <br />throughout of Honolulu – came here in December and found that there’s <br />25 <br /> <br /> <br />
