PART VI SECTION 13 . In codifying the new sections added by section 2 of this Act, the revisor of statutes shall substitute appropriate section numbers for the letters used in designating the new sections in this Act . SECTION 14 . This Act does not affect rights and duties that matured, penalties that were incurred, and proceedings that were begun before its efEective date . SECTION 15 . If any provision of this Act , or the application thereof to any person or circumstance, is held invalid, the invalidity does not affect other provisions or applications of the Act that can be given effect without the invalid provision or application, and to this end the provisions of this Act are severable . SECTION 16 . Statutory material to be repealed is bracketed and stricken . New statutory material is underscored. SECTION 17 . This Act shall take effect on the date that the county of Hawaii repeals the Banyan Drive Hawaii redevelopment agency; provided that the county of Hawaii repea ,s the Banyan Drive Hawaii redevelopment agency prior to ; provided further that if the county of Hawaii repeaAs the Banyan Drive Hawaii redevelopment agency prior to July 1 , 2020, this Act shall take effect on July 1 , 2050 .
