WASTEWATER DIVISION PROJECTS AND UPDATES 1. COMPLIANCE A. TREATMENT AND DISPOSAL: • 02/7/20: Hilo WWTP NPDES (renewal). Received Draft Permit from DOH. Submitted comments on 12/12/19. Draft Permit published for 30-day public comment period on 02/07/20. • 11/08/19: Kaloko WWTP UIC Permit Annual O&M Inspection. WWTP received an unacceptable O&M Rating. Affirmative Action Plan (AAP) response is due to DOH on 01/18/20. Working on providing Basis of Design Review/Mass Balance on 25,000 gpd conditions. B. COLLECTION SYSTEM: No report. 2. OPERATIONS A. TREATMENT/COLLECTION SYSTEMS AND PUMPING STATIONS/FORCE MAINS: Unscheduled repairs/upgrades/replacement of failing equipment due to age and prolonged wear and tear continue where necessary throughout the wastewater facilities. B. SAFETY PRACTICES/TRAINING: WWD administration continues to review and update the Emergency Response Procedures and the Standard Safety Procedures and the weekly safety meeting agendas. 3. ADMINISTRATION A. VACANT POSITIONS IN OPERATIONS: • Operator IV (Hilo – 1 position): recruitment in progress. • Operator Supervisor IV (Hilo – 1 position): recruitment in progress. • Operator Supervisor III (Kona – 1 position): recruitment in progress. • Assistant WWTPO (Kona – 1 position): recruitment in progress. • Lead Electrician (Hilo): recruitment in progress. B. VACANT POSITIONS AT RAILROAD OFFICE: • Civil Engineer IV (1 position): recruitment in progress. • Projects Coordinator (1 position): recruitment in progress. C. NEW POSITIONS (created in FY 19/20) • Civil Engineer V (Hilo) – creating new position. • Environmental Engineer (Hilo) – creating position. • Program Manager for CMS (Hilo) – Filled. Start Date 03/02/20. • Asset Management Specialist (Hilo) – completing position creation. • GIS Analyst I (Hilo) – completing position creation. • Program Manager (Reuse Spec I) (Kona) – will begin recruit in FY21. 9
