Consistent with the goals and objectives of activities assisted <br /> under the Act, the County of Hawaii will take the following <br /> steps: <br /> 1. To minimize the displacement of persons from their <br /> homes: <br /> A. Stage rehabilitation of assisted housing to allow <br /> tenants to remain during and after rehabilitation, <br /> working with empty buildings or groups of empty <br /> units first so they can be rehabilitated first and <br /> tenants moved in before rehabilitation on occupied <br /> units or buildings is begun. <br /> B. Establish temporary relocation facilities in order <br /> to house families whose displacement will be of <br /> short duration, so they can move back to their <br /> neighborhoods after rehabilitation or new <br /> construction. <br /> 2. To assist displaced persons to remain in their present <br /> neighborhood: <br /> A. Provide lower-income housing in the neighborhood <br /> through HUD housing programs; purchase units as <br /> is; rehabilitate vacant units; or construct small <br /> multi-family buildings or row housing. <br /> B. Give priority in assisted housing units in the <br /> neighborhood to area residents facing <br /> displacement. <br /> C. Target Section 8 existing program certificates or <br /> vouchers to households being displaced and recruit <br /> area landlords to participate in the program. <br /> D. Provide counseling and referral services to help <br /> displacees find alternate housing in the <br /> neighborhood. <br /> E. Work with area landlords and real estate brokers <br /> to locate vacancies for households facing <br /> displacement. <br /> 3. To otherwise mitigate adverse effects of displacement: <br /> A. Take various actions to assist in the provision of <br /> assisted housing for lower income persons, such as <br /> land banking, property acquisition, solicitation <br /> of developers, etc. <br /> Residential Relocation Plan -2- OHCD/1189C/7-93 <br />
