VISUALIZING KONA TomoRRow <br />CHAPTER 3 <br />Sustainable industries. Diverse and sustainable industries such as ecotourism, <br />agriculture, aquaculture, technology, and health should be enhanced, expanded and <br />marketed to take full advantage of Kona's unique environmental assets and reduce <br />dependence on food and fossil fuel imports. Community collaborations supported in <br />order to meet the needs of businesses, residents and visitors. <br />8. Promote effective governance: An effective and accountable regional government structure <br />that improves the quality of life for Kona residents should manage the impacts of growth and <br />meet the needs of the Kona community by encouraging cooperation among public, private, and <br />civic partners, ensuring equitable distribution of resources, and instituting policies and <br />regulations in a predictable and consistent manner. <br />"We the people of Hawaii, grateful for Divine Guidance, and mindful of our Hawaiian heritage <br />and uniqueness as an island State, dedicate our efforts to fulfill the philosophy decreed by the <br />Hawaii State motto, Va mau ke ea o ka `aina I ka pono." <br />We reserve the right to control our destiny, to nurture the integrity of our people and culture, and <br />to preserve the quality of life that we desire. <br />We reaffirm our belief in a government of the people, by the people and for the people, and with <br />an understanding and compassionate heart toward all the peoples of the earth, do hereby ordain <br />and establish this constitution for the State of Hawai `F. <br />The Constitution of the State of Hawaii <br />Preamble <br />3.3 CONSISTENCY WITH SUSTAINABLE AND SMART GROWTH PRINCIPLES <br />These foregoing eight Guiding Principles are consistent with the principles of "smart growth" and <br />"sustainability." <br />3.3.1 Smart Growth <br />Smart growth refers to the management of growth to make it possible "for communities to grow in ways <br />that support economic development and jobs; create strong neighborhood with a range of housing, <br />commercial, and transportation options; and achieve healthy communities that provide families with a <br />clean environment." 6 The following 10 smart growth principles are incorporated into the Kona CDP's <br />Guiding Principles: <br />1. Protect and preserve open space, natural beauty, agricultural lands, cultural and <br />environmental resources; <br />2. Utilize compact building design; <br />3. Create a range of housing opportunities and choices; <br />4.
