You can't rely on the use of the plastic, and you've gotta make clear findings that I <br />can follow, and you've gotta make them from the existing record. And, if you can't get those <br />kind of findings that would actually support the denial from the existing record, then the only <br />thing you can do is reverse the original decision and grant the permit. That's essentially what the <br />Court said. <br />So, I want to take a look at the attempt to comply with that, and Sidney is going to hand it out. <br />[Mr. Fuke passed out copies of the document.] I, too, shared Ms. Rohr's frustration with not <br />being able to tell the difference what was changed. I have a secretary, though, and I could have <br />her convert the document into a Word document that I could go through and compare it to the <br />other. And, so I just wanted—so let me tell you what I've done to try to make this a little bit <br />easier to see what's been revised. After I converted it to a Word document, I put it side by side <br />with the original decision.
