WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />HEARING TRANSCRIPT <br />FEBRUARY 6, 2020 <br />A regularly advertised hearing on the application of NEW CINGULAR WIRELESS PCS, <br />LLC DBA AT&T MOBILITY (USE 19-000082) was called to order at 3:52 p.m. in the <br />County of Hawaii Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii with <br />Chairman Thomas Raffipiy presiding. <br />COMMISSIONERS PRESENT: Gilbert Aguinaldo (to 3:57 p.m.), Dean Au, Joseph Clarkson, <br />Thomas Raffipiy, John Replogle. <br />ABSENT & EXCUSED: Donn Dela Cruz. <br />ALSO PRESENT: Michael Yee (Planning Director), Malia Hall (Deputy Corporation Counsel <br />for the Windward Planning Commission), Jeff Darrow (Planning Program Manager), Maija <br />Jackson (Planner), Christian Kay (Planner), Jessica Andrews (Planner), and Sarah Hata-Finley <br />(Commission Secretary). <br />And 25 members from the public in attendance. <br />APPLICANT: NEW CINGULAR WIRELESS PCS, LLC DBA AT&T MOBILITY (USE <br />19-000082) <br />Application for a Use Permit to allow the construction a non -manned telecommunication facility <br />consisting of a 105 -foot tall monopine with related equipment within a 1,054 -square feet portion <br />of a 20 -acre property situated in the County's Open zoning district. The subject property is <br />located northeast of the Maku`u Drive -17'h Avenue intersection in the Hawaiian Paradise Park <br />subdivision, Kea`au, Puna, Hawaii, TMK: (3) 1-5-023:040. <br />RAFFIPIY: Let's move on to the next, the next item on the agenda, number four. Application <br />for Use Permit to allow the construction of a non -manned telecommunication facility consisting <br />of 105 -foot tall monopole with related equipment within 1,054 -square feet portion of a 20 -acre <br />property. Maija? <br />JACKSON: Thank you, Mr. Chair. The next application is also a request by AT&T Mobility for <br />a Use Permit. The application is 19-82. The subject property is located in the Hawaiian Paradise <br />Park Subdivision. You can see the property has a red dot on it in the slide. So, you have the <br />Kea`au-Pahoa Road running in generally a north -south direction, and then the subject property is <br />off of Maku`u, and Maku`u runs from here towards the sea. This, the subject property is actually <br />a 20 -acre parcel that is owned by the Paradise Park Hui. So, the Applicant is proposing to <br />construct a new telecommunication facility consisting of a 100 -foot tall self-supporting <br />monopine tower. This is a monopole designed to look like a pine tree. With the branches the, the <br />tower would reach to 105 feet in height. There will be twelve antennas and related ground <br />facilities within a 1,054 -square foot portion of a 20 -acre property. The proposed project serves <br />EXHIBIT D <br />
