Special HCHA meeting November 15, 2019 <br /> O'Neil: Theoretically? Yeah...its buy outs. Developing affordable housing in a <br /> safer area is a big thing. You can't...I don't thing dikes will stop lava flow <br /> so....flood experience, thinking of flood experience...ummm so yeah. Any...a <br /> variety of public facilities, infrastructure, roads, water and sewer to areas where <br /> you do want housing to happen that sort of thing. Developing multi-family <br /> housing also you have some affordable rental housing happens a lot. Job <br /> training activities. Again, it's harder but it's a good thing to do. Especially if you <br /> have a shortage of construction trades or even small business, you can do small <br /> business assistance to help them...operating funds, capital reserves they call <br /> it...operating reserves. You might need to promote businesses coming back or <br /> establish new businesses to serve the community that were lost because of a <br /> disaster. Variety of...what else....) mean some states have gotten waivers to <br /> spend money on tourism promotion, it's not a popular one but its theoretically <br /> possible so... <br /> Kierkiewicz: It's our number one economic engine here. <br /> O'Neil: Yeah. Yeah. <br /> Kierkiewicz: I have a sub-question about buy outs? Only applicable to lava <br /> zones one and two or anywhere on the island? Cause you mentioned that the <br /> entire island is eligible. <br /> O'Neil: Well the entire island is eligible... <br /> Kierkiewicz: okay. <br /> O'Neil: ....but to have a buyout you have to have a logical reason for why <br /> you're buying out those properties. So you would have to identify areas of <br /> highest risk and you would have an explanation...a rational for why you're <br /> doing buy outs. So in a dimension it's kind of hard to have a rational for buying <br /> out properties in an area where you're issuing building permits. <br /> Kierkiewicz: Thank you Kevin. Couple more. Do you think...you know my <br /> colleague councilmember Poindexter did bring up Kua 0 Ka La Public Charter <br /> School, helping them to resettle doing a property acquisition, is that something <br /> that could be funded by the DR monies? <br /> O'Neil: Poss...yea h... <br /> Kierkiewicz: Possibly. <br /> O'Neil: ....possibly.
