Immediate promulgation of this rule is necessary to address the continuing emergency declared in the Emergency Proclamation issued on February 28, 2020, the Supplementary Emergency Proclamations issued on March 11, 2020, and March 24, 2020, and Governor David Ige’s Proclamation dated March 4, 2020, and Supplementary Proclamations issued on March 16, 2020, March 21, 2020, March 23, 2020, March 31, 2020 and April 16, 2020. <br /> <br />VI. This rule is to be read in conjunction with the Third Supplementary Proclamation issued on March 23, 2020. The Third Supplementary Proclamation directs all persons within the State to stay at home or in their place or residence, with exemptions for essential businesses and operations and persons engaged in permitted activities.
