PR-10 Consultation —91.100, 91.110, 91.200(b), 91.300(b), 91.215(1) and <br /> 91.315(1) <br /> 1. Introduction <br /> The County began its 2015-2019 Citizen Participation Process in October of 2013. The County utilized its <br /> annual public hearings in Pahala, Pahoa, Keaau, Kailua-Kona, Honoka'a, and Hilo to present an overview <br /> of the Consolidated Plan process and encouraged citizens to offer input concerning housing, homeless, <br /> special needs and community development needs. In addition,the past use of funds and <br /> accomplishments were discussed and available for comments. The County informed participants of the <br /> County's draft CP priorities and if there were any concerns or comments. <br /> In October 2017,the County conducted Public Hearings in Pahala, Pahoa, Kailua-Kona, Honoka'a,and <br /> Hilo to inform the public about the 2018 CDBG and HOME application process and to introduce the new <br /> National Housing Trust Fund Program (HTF). Members of the public were provided with information on <br /> CDBG, HOME and the HTF Programs, On February 16, 2018, the County published a Notice of Public <br /> Comment seeking input of the draft Substantial Amendment to its 5-year Consolidated Plan. <br /> On March 27,2020,in response to the COVID-19 public health crisis,Congress enacted the <br /> Coronavirus Aid, Relief and Economic Security Act(CARES Act)(Public Law 116-136)making available <br /> in supplemental CDBG funding for grants to prevent, prepare for,and respond to COVID-19. On April <br /> 2,2020,the U.S, Department of Housing and Urban Development(HUD)informed the County that it <br /> would receive$1,543,033 of Community Development Block Grant Coronavirus(CDBG-CV). The <br /> CARES Act also provided CDBG grantees with flexibilities that allow for easier use of CDBG-CV grants <br /> and fiscal years 2019 and 2020 CDBG Grants for coronavirus response and authorized HUD to grant <br /> waivers and alternative requirements of the statutes and regulations pertaining to these funds. These <br /> waivers and alternative requirements are necessary to expedite and implement the use of these funds <br /> to address the COVID-19 pandemic. These included a waiver to the 30-day Public Comment Period <br /> under 24 CFR 91.105 (c)(2)to a time of not less than 5 days comment period,the use of virtual public <br /> hearings when necessary for public health reasons and the suspension of the 15%Public Service cap. <br /> Copies of the draft Substantial Amendment were made available for review at the Housing Agency <br /> and online at the County's website at www.hawalicount;.; voffice- f- si_ ' <br /> Consolidated Plan HAWAII COUNTY 10 <br /> OMB Control No;2506 0117(exp.06/30/2018) <br />
