PR-15 Citizen Participation — 91.105, 91.115, 91.200(c) and 91.300(c) <br /> 1. Summary of citizen participation process/Efforts made to broaden citizen participation <br /> Summarize citizen participation process and how it impacted goal-setting <br /> The County began its 2020-2024 Citizen Participation Process in September of 2018. The County utilized <br /> its annual public hearings in Pahala, Keaau, Kailua-Kona, Honoka'a, and Hilo to present an overview of <br /> the Consolidated Plan process and to discuss the CDBG, HOME and HTF programs. Citizens were <br /> encouraged to offer input concerning housing, homeless, special needs and community development <br /> needs. Also, the past use of funds and accomplishments were discussed and available for <br /> comments. Citizen Participation was also attained through a Community Needs Assessment Survey that <br /> was sent to government agencies, public service providers, district council members and other <br /> community organizations in September 2018 by mail and email. The survey was also available on the <br /> County's website. Public hearings participants were encouraged to complete the survey and to provide <br /> additional comments or concerns. In September 2019, the County conducted its annual Public Hearings <br /> in Pahala, Pahoa, Kailua-Kana, Honoka'a,and Hilo to inform the public about the 2020 CDBG application <br /> process and discussed its upcoming 2021 HOME and HTF funding cycle. At these Public Hearings,the <br /> County again held consultation meetings to hear the concerns or comments to the County's draft <br /> priorities for its 2020-2024 CP. The draft priorities and goals were established as a result of the <br /> community's input at public hearings and from the survey responses. In addition to these consultations, <br /> the OHCD also informed each Council Member representing all County districts of the CP process and <br /> inquired if they had any projects that would meet the draft priorities within their district. <br /> The following schedule and task informed citizens of the Consolidated Plan <br /> process. <br /> September 2018 - Community Needs Surveys mailed to State and County Agencies and non-profit <br /> service providers. <br /> October 2018 - Follow up response inquiry to the Community Needs Surveys not received. <br /> February 2019 - Informed and invited Administration, County Departments and Council Members <br /> on the start of the 2020-2024 Consolidated Plan (CP) process, solicited comments or possible projects to <br /> meet objectives with the current and future CP. <br /> August 2019- Public Notices published, islandwide Public Hearings/Meetings were held to discuss <br /> draft CP priorities, and 2020-2024 Consolidated Plan process &Annual Action Plan. <br /> February 2020- Draft CP and published public notice announcing the CP availability for public review <br /> and comments. <br /> Consolidated Pian HAWAII COUNTY 14 <br /> OMB Control No-2506-0117(exp 06/30/2018) <br />
