<br /> "Permit" means a formal authorization issued by the authority having jurisdiction that
<br /> authorizes performance of specified work,pursuant to the construction code, including the
<br /> following chapters and all administrative rules adopted pursuant to these chapters:
<br /> (1) 5, the construction administrative code;
<br /> (2) 5A, the commercial building code;
<br /> (3) 5D, the electrical code;
<br /> (4) 5E, the energy conservation code; and
<br /> (5) 517, the plumbing code.
<br /> "Person" means any individual, firm,partnership, association, or corporation; or its or their
<br /> successors or assigns, according to the context thereof. {9-5.)
<br /> "Plumbing work" means the design, installation, alteration, construction, reconstruction,
<br /> or repair of plumbing, gas, and drainage systems. {17-1(b), HSPC.)
<br /> "Portable appliances" means any cord/plug connected device that is readily movable.

<br /> "Regulatory inspection"means an inspection that is requested to satisfy the requirements
<br /> of laws that are other than the construction code and that relate to health, safety, or public
<br /> welfare.
<br /> "Responsible party" means, at a minimum, the owner of a building, structure,portion
<br /> thereof, or installation. "Responsible parties" may also include, but shall not be limited to any
<br /> lessee or tenant of the building, structure, or portion thereof, and the owner of the property where
<br /> the building, structure, or portion thereof, or installation is located.
<br /> "Special inspection"means an inspection of the materials, installation, fabrication,
<br /> erection or placement of components and connections requiring special expertise to ensure
<br /> compliance with approved construction documents and referenced standards. {1702, IBC.}
<br /> "Structure"means that which is built or constructed. {202, IBC and art 100-chapt 1,
<br /> NEC.)
<br /> Section 5-1-6. Licenses.
<br /> When this construction administrative code or any of the construction codes require that a
<br /> person be licensed pursuant to chapters 444, 448E, or 464, of the Hawaii Revised Statutes, such
<br /> license must be valid in the State of Hawaii, unexpired, and unrevoked. {102, HSPC.)
<br /> Section 5-1-7. Computation of time.
<br /> In computing any period of time prescribed or allowed by the construction administrative
<br /> code, or by any applicable law or rule, the day of the act, event, or default after which the
<br /> designated period of time begins to run shall not be included. The last day of the period so
<br /> computed shall be included unless it is a Saturday, Sunday, or holiday, in which event the period
<br /> runs until the end of the next day that is not a Saturday, Sunday, or holiday. When the period of
