A. Advances DPW's "one permit system"that will be implemented through the EnerGov <br /> Software to ease updating of installation provisions to comply with the state building <br /> council's mandatory updates to installation provisions: <br /> 1) Consolidates and standardizes "administrative provisions" from existing chapters 5, 9, and <br /> 17 into one new chapter to be numbered chapter 5. These include provisions relating to: <br /> administration of these chapters; permits; what constitutes work regulated by these chapters; <br /> fees; inspections; unsafe buildings and structures; violations, penalties, and enforcement; and <br /> variances and appeals and will apply to all of the installation chapters. <br /> 2) Creates the following new chapters to contain installation provisions relating to the <br /> following model codes: <br /> 5A, the commercial building code (International Building Code) <br /> 513, RESERVED for the residential building code (International Residential Code) <br /> 5C, RESERVED for the existing building code (International Existing Building Code) <br /> 5D, the electrical code (National Electrical Code) <br /> 5E, the energy conservation code (International Energy Conservation Code) <br /> 5F, the plumbing code (Uniform Plumbing Code) <br /> B. Updates the following chapters to comply with the state building council's mandatory <br /> updates: <br /> 5D, the electrical code (National Electrical Code) -to 2017 edition before state's August 21, <br /> 2020 deadline. <br /> 5E, the energy conservation code (International Energy Conservation Code) previously <br /> updated to 2015 edition. <br /> 5F, the plumbing code (Uniform Plumbing Code) -to 2012 edition before state's August 21, <br /> 2020 deadline <br /> Note: 5A, the commercial building code (International Building Code) - state building council <br /> deadline to update to 2012 edition is November 13, 2020. This update will be introduced by a <br /> separate bill, after the present legislation is done. <br /> C. Addresses strategies to facilitate construction of affordable housing in the County of <br /> Hawai'i : <br /> 1) Clarifies process for pre-approval of model plans for residential dwellings; and <br /> 2) Adds new provisions for "tiny homes." <br /> DEADLINE FOR COMMENTS: 4:30PM, Friday,lune 511, 2020.
