<br /> public works to streamline its administration of the permit application and plan review process
<br /> by consolidating what are presently separate permits from each of these chapters into a single
<br /> permit. The fees for this permit are derived from a simplified fee structure that is based upon the
<br /> value of the work to be performed. These changes will reduce permit processing time,
<br /> standardize procedures for regulatory activities such as inspections, and generally facilitate the
<br /> department's efforts to regulate building and construction in the County more efficiently and
<br /> effectively.
<br /> The installation provisions for these codes are placed in new chapters dedicated to the
<br /> following areas: building; electrical; energy conservation, and plumbing. Standardized
<br /> formatting of these chapters eases necessary regular updates to these codes.
<br /> Collectively, these chapters will comprise the County's construction code. The purpose of
<br /> this code is to: protect public health and safety, safeguard property, and promote the public
<br /> welfare by establishing minimum standards for:
<br /> (1) Building work, namely the construction, enlargement, alteration, repair, relocation,
<br /> improvement, removal, conversion, or demolition of any building or structure;
<br /> {5-1(b).)
<br /> (2) Electrical work, namely the installation, alteration, reconstruction, or repair of
<br /> electrical wiring; {9-2.)
<br /> (3) Plumbing work; namely the installation, alteration, reconstruction, or repair of
<br /> plumbing, gas, and drainage systems; and {17-1(b).)
<br /> (4) The energy efficient design of building envelopes and installation of mechanical,
<br /> lighting, and power systems.
<br /> Section 5-1-3. Scope; exceptions.
<br /> The provisions of this chapter shall apply to the administrative,permitting, enforcement,
<br /> inspection, and related procedures of chapters: 5A, the commercial building code; 5D, the
<br /> electrical code; 5E, the energy conservation code; and 517, the plumbing code.
<br /> This chapter shall apply to all building, electrical, and plumbing work related to the
<br /> construction, alteration, movement, addition, replacement, repair, establishment of and changes
<br /> in use and occupancy, location, maintenance, removal and demolition of every building or
<br /> structure or any appurtenances connected or attached to such buildings or structures within the
<br /> County inland of the shoreline high-water line. {5-2.)
<br /> This chapter shall not apply to:
<br /> (1) Work on buildings or premises owned by or under the direct control of the Federal
<br /> government; {9-3(1).)
<br /> (2) Work in public State or County road right-of-ways for utility installations, street
<br /> lighting, traffic signals,police and fire alarms, bridges,poles, hydraulic flood control
<br /> structures, and mechanical equipment not specifically regulated in this code where
<br /> installed:
