MS. NAUNGAYAN brings up the point that using PONC Funds is defined in the <br />Charter. This language would require the changes in the Charter to reflect <br />how the Preservation Fund to be spent. <br /> <br />CHR. WARSHAUER brings up the point that using the PONC Funds for access <br />to the coastal properties. PONC Fund should not be used for bailouts to prop- <br />erty owners whose beachfront access is inundated by coastal waters. He en- <br />courages the commission to talk to more people to nominate properties that <br />give beach access. <br /> <br />MR. LEE brings up the point that there is a need to protect our watersheds <br />and access and hopes that the commission receives more nominations in this <br />area. <br /> <br />Being no further discussion, CHR. WARSHAUER directs the commission to proceed <br />to the next order of New Business, Item No. 2, Executive Session and being that <br />MR. KIM is absent, there is no Executive Session. <br /> <br />CHR. WARSHAUER asks MS. CUTLER if she would like to add anything. MS. CUTLER <br />accepts CHR. WARSHAUER’S invitation and reviews with the commission on the <br />use of the Preservation Funds, how to make effective motions, scoring nomina- <br />tions, and the cycle of how the acquisition process works. She addresses any <br />questions the commission has. <br /> <br />Being no further discussion, CHR. WARSHAUER moves to the next item on the <br />agenda, Announcements and set the agenda for March 2020. <br /> <br />IX. ANNOUNCEMENTS <br />1. The next meeting is scheduled for Monday, March 9, 2020, at 10:00 a.m. in the <br />Hilo Council Chambers, 25 Aupuni Street, Suite 140 Hilo, Hawai‘i 96740. <br /> <br />2.
