WINDWARD PLANNING COMMISSION <br />COUNTY OF HAWAII <br />HEARING TRANSCRIPT <br />MARCH 5, 2020 <br />A regularly advertised hearing on the application of NEW LINGULAR WIRELESS PCS, <br />LLC DBA AT&T MOBILITY (USE 19-000082) was called to order at 1:21 p.m. in the <br />County of Hawaii Aupuni Center Conference Room, 101 Pauahi Street, Hilo, Hawaii with <br />Chairman Thomas Raffipiy presiding, and Vice -Chairman John Replogle presiding from <br />2:25 p.m. <br />COMMISSIONERS PRESENT: Gilbert Aguinaldo, Dean Au, Joseph Clarkson, Thomas <br />Raffipiy (to 2:16 p.m.), John Replogle. <br />ABSENT & EXCUSED: Donn Dela Cruz. <br />ALSO PRESENT: Michael Yee (Planning Director), Malia Hall (Deputy Corporation Counsel <br />for the Windward Planning Commission), Jeff Darrow (Planning Program Manager), Maija <br />Jackson (Planner), Alex Roy (Planner), Jessica Andrews (Planner), and Sarah Hata-Finley <br />(Commission Secretary). <br />And 13 members from the public in attendance. <br />APPLICANT: NEW LINGULAR WIRELESS PCS, LLC DBA AT&T MOBILITY (USE <br />19-000082) <br />Continued hearing on an application for a Use Permit to allow the construction a non -manned <br />telecommunication facility consisting of a 105 -foot tall monopine with related equipment within <br />a 1,054 -square feet portion of a 20 -acre property situated in the County's Open zoning <br />district. The subject property is located northeast of the Maku`u Drive -171h Avenue intersection <br />in the Hawaiian Paradise Park Subdivision, Kea`au, Puna, Hawaii, TMK: (3) 1-5-023:040. <br />RAFFIPIY: The next item on the agenda is a continued hearing on the application for a Use <br />Permit to allow the construction of a non -manned telecommunication facility consisting of a <br />105 -foot tall monopine with related equipment within a 1,054 -square feet portion of a 20 -acre <br />property. We're going to have, we're going to have Maija do the presentation. Maija? <br />JACKSON: Thank you, Mr. Chair. If it's okay with the Commission, I won't go through the <br />whole presentation again since you all heard it at the last meeting, but I just want to orient you to <br />where the property is. It's in the Hawaiian Paradise Park Subdivision in the Puna District, and <br />the property, the actual facility location is shown with this red dot on the larger 20 -acre property. <br />Here you have Highway 130 and then Maku`u Drive is along the south side of the property. <br />And, as was mentioned, the proposal is for a telecommunication facility consisting of a 100 -foot <br />tall, self-supporting monopine tower that's a tower that looks like a pine tree with the branches, <br />it will be 105 feet tall with 12 antennas and related facilities on an approximately 1,000 -square <br />foot portion of a 20 -acre property. <br />EXHIBIT C <br />
