Section 5-5-3. Designation of person, contractor, or subcontractor who will do work. <br /> (a) No permit issued shall authorize any person or contractor to work upon any phase of a <br /> building, structure, or project unless they have been specifically identified in the permit <br /> application, including any attachment or amendments thereto, as the contractor or <br /> subcontractor designated to do that particular phase of work. <br /> (b) No permit shall be loaned to another by the person to whom it was issued. <br /> (c) If subsequent to the issuance of a permit, a homeowner either ceases to employ the <br /> owner-builder exemption and engages a contractor for any phase of work, or there is a <br /> change in the designation of any contractor for any phase of work, the permit holder <br /> shall file a written request to the authority having jurisdiction for approval of these <br /> changes. The request shall include: the change in designation; a revised declaration <br /> form for each contractor or subcontractor engaged to do electrical or plumbing work <br /> upon the building, structure, or project; and a non-refundable fee of$100. <br /> Section 5-5-4. Expiration. <br /> (a) Permits shall expire and become null and void: <br /> (1) Permits issued to contractors -three years after the date of issuance of the permit; <br /> (2) Permits issued to owner-builders - five years after the date of issuance of the <br /> permit; <br /> (3) 180 consecutive days after the date of issuance, if the work authorized by the <br /> permit is not commenced by such date; or <br /> (4) If the work authorized by a permit is suspended or abandoned for a period of 180 <br /> consecutive days or more at any time after the date of issuance. <br /> (b) Upon expiration of a permit, all work shall cease and shall not be recommenced until a <br /> new permit is obtained. <br /> Section 5-5-5. Extension. <br /> (a) In the event of a strike or some other event beyond the control of the contractor or the <br /> owner that results in the suspension or abandonment of construction, the authority <br /> having jurisdiction may extend the deadlines for construction. An extension of time <br /> may be granted for the length of time that work has been halted by strikes or other <br /> causes beyond the control of the owner or contractor but in no case shall the extension <br /> exceed 180 consecutive days. <br /> (b) Requests for extension shall be filed in writing with the authority having jurisdiction <br /> prior to the deadlines specified in section 5-5-4 and within seven calendar days after the <br /> commencement of the delay.
