COUNTY BACKGROUND & ENVIRONMENTAL REPORT <br /> COUNTY SPECIAL PERMIT REQUEST <br /> MARK & PARADIS REED <br /> WAIAKEA, HILO, HAWAII <br /> TMK: (3) 2-4-078: 008 <br /> INTRODUCTION <br /> Mark and Paradis Reed ("applicants") are requesting a Special Permit <br /> that will allow for an assisted living elder care facility on the 1.143-acre <br /> subject parcel of land. The subject site is located off of Ainalako Road, <br /> approximately 0.8 miles southeast of Ainaola Drive, in Waiakea (Figure <br /> 1). The subject land is zoned Agriculture 1-acre (A-1a). <br /> If approved, the applicants intend to convert four of the five existing <br /> structures on the property to accommodate 10 residential units with one <br /> main shared kitchen (Figure 2). The site would also host an on-site <br /> caretaker, living in the ohana dwelling (with its own kitchen). <br /> Recent census and demographic studies show that in the next twenty <br /> years a large portion of the population of the Big Island will be reaching <br /> retirement age and the need for elder care facilities and services is set to <br /> increase dramatically. The proposed elder care community will provide <br /> residents opportunities to be engaged and supportive of one another in a <br /> family-like atmosphere. Studies have shown this to be a good system for <br /> healthy aging. <br /> The facility is planned to be licensed as an Assisted Living Facility through <br /> the Hawaii Department of Health. The licensing process will proceed as <br /> site improvements are made and will be finalized following completion of <br /> site improvements. <br /> II. PROJECT DESCRIPTION <br /> 3A. Project Concept and Components <br /> As noted above, the applicants wish to establish a community for <br /> independent and assisted living for seniors on the subject property. <br /> The basic concept of the project would be to convert the existing <br /> dwellings and accessory buildings on the parcel to a combined 10 <br /> residential units supporting a maximum of 10 residents, plus the on- <br /> site caregiver. One building would house the shared kitchen and <br /> another would be the residence of a caregiver. <br /> Presently there are five structures on the property (Figure 2) : <br />
