(B) The desired use would not adversely affect surrounding properties. <br /> Properties to the south and east are similarly zoned Agricultural 1-acre(A-la). This lot is <br /> part of a subdivision of land that occurred in 1954. Lands directly west of the subject <br /> parcel include two (2) large parcels, one State-owned Agricultural 20-acres (A-20a) <br /> zoned parcel and one zoned Agricultural 3-acres (A-3a). Properties to the north and <br /> northeast are also within the Agricultural 3-acres (A-3a) zoning district and range from 3 <br /> acres to over 600 acres in size. The majority of the uses in the vicinity of the project <br /> parcel are residential with only minor agricultural development located over YA mile north <br /> of the project parcel. The subject property currently has landscaping, trees and vegetation <br /> that will help minimize noise and visual impacts. <br /> Based on the above discussion, the proposed use is not anticipated to have a <br /> substantial adverse impact on the surrounding properties,but any possible impacts can be <br /> minimized through conditions of approval. <br /> (C) Such use shall not unreasonably burden public agencies to provide <br /> roads and streets, sewers, water, drainage, school improvements, and police and fire <br /> protection. The proposed use will not burden public agencies to provide additional <br /> services. The existing access to the subject property is from Ainalako Road, which is a <br /> county dedicated roadway with a 50-foot right-of-way. There is clear ingress and egress <br /> to the parcel from the road and the property is gated. Parking will be entirely on site, with <br /> no parking allowed on Ainalako Road. Four (4) parking stalls and one (1) ADA <br /> compliant parking stall will be established on the property for the facility. Electricity and <br /> telephone are available to the property. The majority of the subject parcel is within <br /> Zone X, with approximately 0.07-acres of the southwest corner of the parcel within Zone <br /> AH, which corresponds to flood depths of 1 to 3 feet. Base flood elevation has been <br /> determined, however, all of the existing buildings are located in Zone X. A condition of <br /> approval will be included to require that the applicant meet all applicable County, State <br /> and Federal laws,rules, regulations and requirements. <br /> The proposed project is located on Ainalako Road, approximately 0.8 miles from <br /> its intersection with Ainaloa Drive. Traffic in this area is generally low and made up <br /> primarily of local residents. The proposed use would generate a slight increase in traffic <br /> -4- <br />
