Concern is protecting resources starts with Hilo Speakout 8/11/2019 zoning. I don't see how someone can own a parcel of land in a conservation zone and build. It drives against trying to protect scenic resources and gives it to people with money • Community gathering places should include the connectivity locations in Upper Puna and should include safety and surveillance Hilo Speakout 8/11/2019 because people are using safety as an excuse to isolate subdivisions.
