Introductions The Public Housing Authority (PHA) Plan process was established by the United States Housing Act of 1937 (42 U.S.C. 1437 et seq), Section 5A. Section 511 of the Quality Housing and Work Responsibility Act of 1998 (QHWRA), Pub. L. 105-276, created the requirement for submission of 5 -Year and Annual PHA Plans by all PHA's administering the Public Housing and/or Housing Choice Voucher (HCV) programs. The PHA Plan is a guide to PHA policies, programs, operations, and strategies for meeting local housing needs and goals. There are two parts to the PHA Plan: the 5 -Year Plan, which each PHA submits to the U.S. Department of Housing and Urban Development (HUD) once every 5th PHA fiscal year and the Annual Plan, which is submitted to HUD every year by non-qualified agencies. The Fiscal Year 2020 PHA Plan includes the Agency's mission and the Agency's long- range goals and objectives for achieving its mission over a five-year period. The Five - Year Plan also describes the approach to managing the Housing Choice Voucher (Section 8) programs and providing services for the upcoming year. The PHA policies, rules and requirements concerning the PHA's operations, programs and services are included in the PHA Pian. The Plan also includes statements of compliance with Civil Rights Rules and Regulations and Fair Housing Rules. The proposed 5 -year and Annual Plan will be presented to the Resident Advisory Board (RAB) on February 25, 2020 for recommendations and comments. A public hearing is scheduled on March 23, 2020, to receive oral and written testimony from the public. The finalized Annual Plan is then submitted to HUD by April 17, 2020.
