COUNTY BACKGROUND & ENVIRONMENTAL REPORT <br /> COUNTY SPECIAL PERMIT REQUEST <br /> BENJAMIN AND DEIRDRE IMAGIRE <br /> ORCHIDLAND, KEAAU, HAWAII <br /> TMK: (3) 1-6-009: 017 <br /> INTRODUCTION <br /> Benjamin and Deirdre Imagire ("applicants") are requesting a Special <br /> Permit that will allow for a Chiropractic, Acupuncture, and Massage Clinic <br /> on an approximate 1-acre portion of the 2-acre subject parcel of land. The <br /> subject site is located off of Ilima Street, approximately .2 miles northwest <br /> of Ainaloa Boulevard, between 35th and 36th Avenue in Orchidland Estates <br /> (Figure 1). The subject land is zoned Agriculture 1-acre(A-1a). . <br /> If approved, the applicants plan to build two dwellings on the parcel; one <br /> dwelling for the commercial operations of the Chiropractic, Acupuncture, <br /> and Massage Clinic and the other dwelling as a residence. A detached <br /> massage treatment room of approximately 150 square-feet is planned <br /> beside the first dwelling (Figure 2). <br /> At a time when the community of Puna is going through a crisis with the <br /> recent volcanic eruptions, housing and health concerns are crucial. <br /> Furthermore, in light of the volcanic activity and its consequences, support <br /> for small business, especially in Puna, is more paramount than ever. <br /> D. PROJECT DESCRIPTION <br /> 3A. Project Concept and Components <br /> As noted above, the Applicants wish to establish a Chiropractic, <br /> Acupuncture, and Massage Clinic(Clinic) on a portion of the <br /> subject property. The basic concept of the project would be to allow <br /> two dwellings on the parcel—one dwelling for the commercial <br /> operations of the clinic and the other dwelling as a residence. <br /> The first dwelling, if approved, would be designed and constructed <br /> to meet the required standards for commercial use. This dwelling <br /> would be occupied for residential use at first(Figure 3). No clinic <br /> practice will occur on site until the second dwelling is completed. <br /> While living in the first dwelling, a second dwelling towards the rear <br /> of the property would be constructed to be the applicants' primary <br /> residence. Prior to final inspections for the second dwelling, the first <br /> dwelling would be converted to the Clinic operations and the <br /> residential use would cease, including removal of the kitchen from <br />
