Purpose. <br />This article adopts with amendments, the International Energy Conservation Code, <br />2015 Edition, as it was incorporated into the Hawaii State Energy Conservation Code <br />that became effective on March 31, 2017. The purpose of the resulting article is to <br />promote the design of energy-efficient building envelopes and installation of energy- <br />efficient mechanical, lighting, and power systems by establishing minimum standards <br />that promote modern and up-to-date energy-efficient performance in the construction, <br />alteration, or equipment of buildings or structures in the County of Hawaii. <br />(2020, ord 20-10, sec 2.) <br />Section 5-85. International Energy Conservation Code adopted. <br />(a) The "International Energy Conservation Code, 2015 Edition" herein referred to as <br />the "International Energy Conservation Code," as copyrighted and published in <br />2015 by the International Code Council, Incorporated, 500 New Jersey Avenue, 6th <br />Floor, Washington, DC 20001, is incorporated by reference and made a part of this <br />chapter, subject to the amendments hereinafter set forth in this article. The <br />appendices of the International Energy Conservation Code are not adopted except <br />as provided in this article. A copy of the International Energy Conservation Code <br />shall be available for public inspection at the Hilo and Kailua-Kona offices of the <br />department of public works and at the office of the county clerk. <br />(b) This incorporation by reference includes all parts of the International Energy <br />Conservation Code, 2015 Edition, subject to the amendments hereinafter set forth. <br />(1) Subsection C101.1 of the International Energy Conservation Code is <br />amended to read as follows: <br />"C101.1 Title. This code shall be known as the Energy <br />Conservation Code and shall be cited as such. "This code" <br />when used within the International Energy Conservation <br />Code as incorporated by reference herein, means the Energy <br />Conservation Code of the County of Hawaii." <br />(2) Subsection C101.4 of the International Energy Conservation Code is <br />amended to read as follows: <br />"C101.4 Applicability. Where, in any specific case, different <br />sections of this code or other adopted codes specify different <br />materials, methods of construction or other requirements, <br />the code official shall determine which code requirements <br />shall prevail. Where there is a conflict between a general <br />requirement and a specific requirement, the specific <br />requirement shall govern." <br />5-109 SUPP. 8 (7-2020) <br />
