As the lead agency and direct recipient of CDBG funds, the OHCD is responsible <br />to complete the planning and submission process for the County's CP. <br />The State of Hawaii is the recipient of the HOME, HTF, ESG, and HOPWA funds and is therefore, required to submit a CP to HUD before it can <br />receive these program funds. The County is not required to address the State's programs in its CP, but will reference and include portions of the <br />State's CP as it relates to the County's housing -related and homeless needs. <br />Although the County of Hawaii is not a direct recipient of HOME and HTF funds, it does receive HOME and HTF funds from the State of Hawaii, <br />every three years.
