AP -10 Consultation — 91.100, 91.200(b), 91.215(1) <br />1. Introduction <br />The County began its 2019 Annual Action Plan Citizen Participation Process in September of 2018. The <br />County held its annual public hearings in Keaau, Kailua-Kona, Honokaa, and Hilo to present an overview <br />of the Consolidated Plan process, to encourage citizens to offer input concerning housing, homeless, <br />special needs and community development needs, and to discuss the past use of funds and <br />accomplishments. In addition, the members of the public were provided with information about the <br />2019 CDBG and 2018 HOME CH DO application process. The County informed participants of the <br />County's CP priorities and provided an opportunity for participants to provide their concerns or <br />comments. <br />HawaV i County also utilized the public hearings to inform the public about the upcoming 2020-2024 <br />Consolidated Pian process. Attendees were provided with surveys to gather information regarding the <br />needs to our communities. This information will be utilized to develop the needs, priorities and goals of <br />the upcoming 2020-2024 Consolidated Plan. <br />The draft 2019 Annual Action Plan was available for public review and comment from February 25, 2019 <br />through March 26, 2019. <br />The OHCD also informed County agencies and each Council Member representing all districts in the <br />County of Hawaii of the CP process and inquired if they had any projects that would meet the draft <br />priorities within their district. <br />Provide a concise summary of the jurisdiction's activities to enhance coordination between <br />public and assisted housing providers and private and governmental health, mental health <br />and service agencies (91.215(1)) <br />In September 2018, the County conducted Public Hearings island -wide to inform the public about the <br />2019 CDBG and 2018 HOME CHDO application process. Members of the public were provided with <br />information on CDBG and HOME programs. An overview of the draft priorities and goals were also <br />presented and reviewed. The participants were asked to provide input on the county's draft priorities <br />and goals established as a result of community input at the various public hearings.
