Therefore <br />HUD calculates the locally based survey 2 -bedroom FMR using the following steps: <br />The local survey is adjusted to 2017 dollars by multiplying the survey rent value for <br />2017 by the annual CPI -U value for 2017 divided by the CPI -U value for December, <br />2017. This calculation is: <br />* (245.120/246,524) = <br />The annually adjusted survey value of $1,304 is augmented by the growth in gross <br />rents from the West Census region measured between 2017 and 2019, using annual <br />inflation factors for each year.
