Should the County of Hawai'i receive any program income it will be applied to the Tenant Based Rental <br />Assistance Program. If there are any cancelled or reprogramming of HOME funds it may be applied to <br />any eligible HOME project. <br />COMMUNITY DEVELOPMENT BLOCK GRANT CORONAVIRUS (CDBG-CV1), (CDBG-CV2) and (CDBG-CV3) <br />FUNDING <br />On April 2, 2020, the U.S. Department of Housing and Urban Development (HUD) informed the County <br />that it would receive $1,543,033 of Community Development Block Grant Coronavirus (CDBG-CV1) <br />allocation from the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). Along with the <br />CDBG-CV1 funds, the CARES Act authorized grant waivers and alternative requirements of statutes and <br />regulations pertaining to these funds. These waivers and alternative requirements are necessary to <br />expedite and facilitate the use of these funds to prevent, prepare for, and respond to the Coronavirus <br />(COVID-19). <br />On April 17, 2020, the County submitted its waivers to HUD to utilize a 5 -day comment period instead <br />of the minimum 30 -day public comment period for Substantial Amendments to its Consolidated Plan, <br />Citizen Participation Plan and Funding Allocation process. <br />In anticipation of receiving the CDBG-CV1 funds, the County published a public notice on April 26, 2020 <br />to announce a substantial amendment to its 2015-2019 Consolidated Plan (CP), Annual Action Plan <br />(AAP) and Citizen Participation Plan (CPP). The amendments to the CP, AAP and CPP reflected the <br />allowed waivers for the CDBG-CV1 funds, changes in the County's project selection and funding <br />allocation process and the actual projects utilizing the CDBG-CV1 funds. The amendments to these <br />plans were available for a 5 day comment period from April 27 -May 4, 2020 for a substantial <br />amendment as allowed under the COVID-19 waiver. <br />On May 11, 2020, the County was notified of a second round of CDBG-CV2 funding allocation of <br />$978,184.00 from the CARES Act. <br />The County utilized a Request For Proposal (RFP) to announce the availablility of the CDBG-CV2 <br />funds. Projects were reviewed and selected from the RFP for the CDBG-CV2 funds. <br />On September 11, 2020, the County was notified of a third round of CDBG-CV3 funding allocation of <br />$1,077,958 for a total cumulative amount of $3,599,175 of Community Development Block Grant <br />Coronavirus funds. <br />The CDBG-CV3 funds were allocated to on-going selected projects from the CDBG-CV1 and CDBG-CV2. <br />The projects selected and utilizing CDBG-CV1, CDBG-CV2 and CDBG-CV3 are contained in AP -35 section <br />of the AAP. <br />Annual Action Plan <br />2019 <br />OMB Control No: 2506-0117 (exp. 06/30/2018) <br />
